I'm so really mad! I just can't seem to defeat the Mossdeep Gym Leaders? with my level 31 Pelipper and my level 35 Skarmory!

I had a hard time with them too. My team at that time consisted of Swampert, Blaziken, Loudred (or Exploud...? I can't remember if I evolved it at that time or not...), Plusle, Gardevoir and Latias (from another game file, pretty much used for Flying). I advise raising your Pokemon's levels a little bit. The Mossdeep Gym Leaders use Pokemon that are around Level 40. A good place to raise Pokemon is Route 120 and 121 because the Pokemon there are at relatively high levels. You could also try fighting some Pokemon while Surfing on the water routes, but be aware that it's mostly Tentacools that will appear and some of them are at pretty lousy levels (i.e. Level 5, Level 15...). I see that your Pokemon are Flying type - which is a good thing because Tate and Liza's Pokemon know Earthquake, which is a pretty powerful move. Bring lots of Hyper Potions because you'll probably need them. I had to use at least 5 of them. It's good to bring Revives too. One more thing I can suggest is to bring some backup Pokemon for your team. This is a 2-on-2 battle which means you should have a backup Pokemon if one of your Pokemon goes down. (I have to get to class now but if I have more to add I will add it later.

Well... as for the part concerning Skarmory... the AI in that game is astonishingly intelligent. They detect your Pokemon's weakness and use the appropriate move. Just like you do with the opponents - once you learn their weakness, you can find out what moves to use against them. As for Blaziken - I suggest you keep him out of the battle. All of their Pokemon know Earthquake which means bad news. Plus... Blaziken's Fighting type makes it quite weak against Psychic Pokemon. Dark Pokemon would be nice (immune to Psychic attacks) and even a Pokemon that knows Levitate. I actually used two Pyschic Pokemon when fighting them. Psychic Pokemon have a resistance to Psychic attacks, and if they know a move such as Calm mind, they can increase their Sp. Attack and Sp. Defense so that they can increase the power of their attacks and become more resistant to attacks in the same turn. It takes a while to beat them this way, but it can work...

It was really easy because I have a Sabaley(sp) who is Dark and at level 59. I can't beat the Elite Four third battle help.

Okay, the third member of the Elite Four is Glacia. In Emerald, she has these Pokemon... Sealeo L50 Water/Ice Glalie L50 Ice Sealeo L52 Water/Ice Glalie L52 Ice Walrein L53 Water/Ice
I highly suggest using a Fighting or Electric type Pokemon here. Blaziken is great for beating her two Glalies. I would keep Blaziken away from her other three Pokemon, especially Walrein, which knows Surf. The two Sealeos do not know any water moves, so you could try using Blaziken if you'd like, but using Fighting moves is probably better than using Fire moves. Blaziken can learn Sky Uppercut by leveling up, and I ended up using that move throughout most of the battle. Electric Pokemon are good against the Sealeos and Walrein. I used Plusle and its Thunderbolt attack to mow down all of these (Of course... I had a little bit of a level advantage. Level advantages are always good.). Thunderbolt is probably the best electric attack ever. It has a base power of 95 and is perfectly accurate. Thunder is more powerful but less accurate, and Zap Cannon is also more powerful, but has an accuracy of only 50%. I say go with Thunderbolt if you choose to use electric attacks.
This should actually go into the game help sub-board. *moves*

You should raise your electric and fighting Pokemon to high levels (preferably 55 to 60) because these two types are probably the best to use against Walrein. Alternatives could be a Water type Pokemon since Water types are resistant to Water and Ice attacks.
Water's weaknesses are Electric and Grass. I sooo don't suggest using Grass because it's weak against Ice attacks. Ice's weaknesses are Fighting, Fire, Rock and Steel. Fire and Steel aren't recommended because the Water type is resistant to both of them. Rock type Pokemon should also stay far away because Water attacks are quite damaging to this type. I guess that leaves Fighting.
So yeah... Fighting and Electric Pokemon are definitely your best bet here, so increasing their levels is a good thing. The Victory Road cave is a really good place to train Fighting Pokemon. The sea routes are nice places for training Electric Pokemon.

Nyo~ Actually, The Elite Four third battle is quite easy. With my lvl. 60+ Blaziken, I killed most of them in ONE hit with double kick.*sweatdrop* I'm not boasting or anything.
